Wrexham Council struggling with homes demand

SOARING demand for help with homelessness – mainly due to the tough economy – is leaving Wrexham Council staff struggling to cope.

Last financial year they dealt with an increase in cases of nearly 50 per cent.

And the time being taken to handle the growing workload means fewer applications are being decided within target time limits.

The situation was highlighted in a report to the council’s social affairs, health and housing scrutiny committee.

Andy Lewis, head of housing and public protection, says in the report: “The service has experienced an unprecedented increase in demand of 47 per cent from factors associated with the current economy.

“The increased pressure has resulted in the service failing to achieve targets set for 2010-11.”

The service dealt with 1,987 customers during 2010-11 compared to 1,350 the previous year.

This, he says, came on top of an increase of 12 per cent the year before and is part of a trend seen over the last three years.

The figures do not refer to people on the streets, but those classed as homeless and applying to go on the housing register.

He adds: “The main causes of the increase in customer numbers are increases in relationship breakdown, mortgage arrears, disposal of rental properties by private sector landlords and the overall effect of the economy combined with a relative scarcity of accessible affordable housing.”

Mr Lewis goes on: “Dealing with this significant increase in workload has reduced the available time to investigate and determine homelessness applications and this has resulted in fewer applications being decided within 33 working days.”

Last year there was a furious backlash when the council axed its funding to the charity Shelter for supplying independent housing advice so that it could keep a six-strong team of homeless officers.

Mr Lewis says if this had not been done just four staff would have seen demands on their time increase by 120 per cent.

At the scrutiny committee meeting, chairman Cllr Michael Morris asked strategic housing services manager Mark Williams if new measures in the council’s current business plan would help to ease the burden.

Mr Williams said they would go some way towards helping but added: “Where you have a large number of customers coming through the door and a limited number of staff there are going to be problems.”

He also outlined a number of improvements to be implemented this year, including greater use of computer systems.

The committee agreed to note the report.

    May be a change in policy would help as well, the policy that excludes local people as opposed to Imigrants, that under EU rules must be tended to as 'emergency cases. Councils can disregard these rules at there discretion but chose not to.

    Simple answer ...build more council houses...our present elected representatives seems incapable of understanding this simple idea.The problem is every single elected councillor hasn't the initiative or drive to push this forward.

    Too many committees and managers here with 3 to 6 names before the title committee or manager. They dont need a new computer system they need to do some work!

    Tommy, building more council houses is a blissfully simple idea... unfortunately the council isn't allowed to do it! Get your facts straight before you fix the world

    GotALife is correct, sadly. Blame the tory government of the 80's. However, there are plenty of empty properties that the council are doing nothing with. So the question is why are Wrexham council not fixing up these properties so the waiting list can go down, and they can earn money from them?

    Gotalife..you obviously haven't heard about the major changes planned for council house building where existing HRA surplus will be retained by the LA instead of being filched back into central government.The problem is,will duff councils like wrexham grasp this and build more council houses or will they end up in endless "partnerships" with private developers and housing associations.?

    article 8 of the ECHR act 2010/11, the right to a home provided by the authorities of said country of work, ie: UK, Ireland,France, in fact any country within the EU.

    without spending weeks to look again for the exact location, which im not going to do, it was passed at the same time as the as the justice act which allows anyone to be arrested, even though no offence has been commited, that became effective at the end of february, and even allows extradition to non EU countries without a warrant.

    Wrexham Council struggling...never!!...on the other hand they do have a bit of a struggle with transparency, listening, democracy and knowing their backside from their elbows...can anybody think of anthing else they may be struggling with ?

    only provide housing to those in gainful employment meeting the criteria that they are first and foremost part of the indigenous population not some east european social migrant. but as we are goverened by brussles we aere simply f*cked. ted heath has a lot to answer for

    Blair has more to answer for, he ratified the treaty without consent from the british public, and Cameron is doing nothing because he wants a seat at the round table of brussells, while the Welsh government are hell bent on destroying Wales from the inside (under direction of the EU)

    During the 80s Thatcher sold off thousands of council houses , a great many of the people then sold them on and made big money from them , a great many of those people are the ones whinging today because their offspring cannot get council housing , what goes around comes around.

    Ha ha... thats a good one, Ed balls spilled the beanz on Brown and his £90billion overspend, even after Brown was warned of the dangers... but hey, we'll still blame the Thatcher and the bankers, just remember this , they did nothing but spend spend spend for 13 years with no thought for the consequenses.

    " £90billion overspend "? ,in the region of £45.5 billion to bale out RBS alone and lets not forget Northen Rock ,the 1st casualty of the US sup-prime loan meltdown , the other baled out banks and the billions of £s to Ireland , all roads lead back to Thatcher , also the people of the UK who wallowed in the buy now pay back some day in the future culture. Who will pay ? we will while the Tories and their cronies live the good life.
