Housing stock over-valuation leaves council with red faces

A COUNCIL has overestimated the value of its housing stock by nearly £130 million due to a “book-keeping error”.

Flintshire Council’s audit committee was told yesterday that auditors had reduced the value of the authority’s housing stock by £128 million.

Auditors reviewing the council’s draft 2010/11 accounts also recommended the authority undertakes a full revaluation of its stock next year to avoid any future mistakes.

Ewloe Cllr Alison Halford said: “In very gross language we have sloppy ways of valuing our housing stock.

“Put very simply, something has gone wrong with our valuation system. We have been let down badly.”

Colin Everett, chief executive of Flintshire Council, said he was “disappointed” but the error would not have any impact on the authority’s housing strategy.

A report by the Wales Audit Office (WAO) said the council revalued around 20 per cent of its 7,400 homes each year and should replace the historic valuations of those properties with the new figures.

But the authority incorrectly used the figures as a basis to revalue its entire housing stock.

WAO’s John Herniman told councillors the housing valuation figures in the draft accounts were overstated by £128 million.

He also said the council had not valued a proper sample of its stock and had not taken into account the type of housing.

“It is purely a book-keeping issue,” he said. “The valuers have done what they are paid to do but the information has been misinterpreted.”

Mr Herniman said the council would need to revalue every property if the proposed stock transfer to a not-for-profit social landlord goes ahead.

Buckley Cllr Mike Peers said: “The important thing is we now know about this and can do something about it.”

    What can you expect from this joke of a Council...but then again WCBC did the same when it came to the re-valuation in 2003 leaving over 2 hundred Waites properities in the wrong Council Tax band and made false and misleading claims to the Ombudsman denying that it was their responsibility to furnish the correct information to the Valuation Office Agency.

    If Hosing stock is valued at too high a price and the info is available to other agencies then it can cause untold trouble for tenants...if a tenant becomes unemployed under the new benifit rules they could be refused LHA or their council tax could be in a band that is unwarranted

    Yet again where is the local WAG minister to sort this council out he started in Anglesey seems he needs to start at home and get things sorted,, too many of the same party in the trough I am afraid

    Interesting comment wonderwho - just one problem, Labour are in opposition in Flintshire. Surprise surprise its the Tories, Liberals and independents that are in control under the leadership of Arnold Wooley with the executive member for housing of Helen Brown - both independents. Perhaps they should take the blame for the continued incompetence in County Hall.

    Another bad day at County Hall. It s time for Arnold Woolley to consider his position and step down. Under his weak leadership this poor excuse for a council is going nowhere. "Book Keeping error"? we are not talking about petty cash here, whoever is in charge of finance needs their P45 pronto!

    Cllr. Halford is very vocal on these issues. Such a shame she does not not devote her time and hot air looking after the people of Ewloe. On her blog is is basking in the glory of of obtaining another Dog waste bin for Level Road. Impressive-not! Obviously Cllr. Halford has overlooked the fact that a serious situation is arising in Magazine Lane. She is keeping noticeably quiet on that one!
